South Bend police settle excessive force lawsuit

South Bend has settled a federal lawsuit with a man arrested in 2014.

Thomas Stevens accused police of using excessive force.

The city agreed to pay him $15,000 to drop the lawsuit.

This dash cam video shows the incident.

Stevens claimed Officer Aaron Knepper got aggressive with him outside Stevens' home.

He says he tried to seek safety in his house, but Knepper reportedly used a taser on him and hit him with his fists.

Stevens pleaded guilty to resisting and served two years on home detention.

Knepper was cleared of any wrongdoing.

The city denies any wrongdoing.
